Who sentenced Antaeus (of Dante's Divine Comedy) to the ninth circle of hell?

A friend of mine gave me this riddle to solve.  I've searched Dante's divine comedy for too long and I'm starting to pull out some of my hair from frustration.  I was told it is not Minos.  Please help me....anybody.  The entire riddle is attached below.

I am what the famous childe came to, but of a much brighter hue. I am what caused the breaking of ubiquity and that which sentenced the king to ring his ninth ring beside Antaeus.Though the king sits in the ninth, I am only accused of fraud and pandery. In my circle part of my soul sits for lust while also being beside that great wanderer, harried on end.
