In Act III of "The Crucible," it is the court that gets to determine the truth.  That means, in effect, that Judge Hathorn and Deputy Governor Danforth get to determine the truth.

Why do they get to determine the truth?  Because they are the ones who wield the power.  It doesn't really matter what is really true.  They are looking at each case and asking themselves what is best for them (as individuals) and for the dignity and authority of the court.

So, in this case, it doesn't matter that, to us, Mary Warren and Proctor seem more credible than Abby and her bird.  What matters is that Abby's "truth" is more in line with what Danforth and Hathorn want and so that becomes truth.
