    The plot of the story is enhanced (or designed or embellished...whatever you'd like to say) by its setting, which also sets up its theme.  The story is set on an isolated farm.  The garden that Elisa works in that contains her precious chrysanthemums is contained by a fence, which also adds to the "isolation" theme and setting.  The chrysanthemums become the focus, as the tinker uses Elisa's passion for them to trick her into giving him some pots to mend.  He has no intention of saving the flower she gives him, as we find out at the end of the story.  Because the tinker throws her flower away, Elisa again feels a profound sense of isolation, since someone she thought understood her only tricked her to get some business.
