Are cooperatives state organisations?

A cooperative can be considered a state institution in that it has some of the characteristics of a state. There are procedures for making decisions, coops are autonomous, they have independent cultures and formal charters; they are often formally democratic. They have an identity that is distinct from that of the members. However, they lack many of the characteristics of a state. They have no punitive qualities, and, while many coops have geographical locations, they are not marked out geographically like a state. Any protective acts tend to be economic, and that in fact is a superior way to think of cooperatives: as social and economic entities for mutual benefit.
