Question:
Can you hand make pencils?
Rather than going through the hassle of setting up a factory to do pencils; can I hand make pencils to begin my production project? Is there a smaller machine made to do small sets of pencils?

Sure, you can make pencils by hand. The question becomes, how much is it worth to you to do so, and what are you looking for? (What's your goal?)
You may wish to see some earlier pencils, which are essentially hand-made, and might give you a sense of what can be done in this area. I've enclosed a link to such pencils below.
The easiest way would be to make some sort of case or tube to hold the graphite, and then to develop a separate process for shaping /inserting the graphite.

You can buy sticks of graphite at any art supply stores as well as chalk holders commenly used by teachers. This would be a way to refill your own graphite, there for being .... a hand made pencil I suppose. The other benefit of this would be that you can buy graphite in different hardnesses and that would allow you to use the graphite for different purposes in your writing ( highliting, illustrating, underlining ..etc).
