Two important ones among these are individual aptitude and interest. I have no information on this to be able to advice you. However I give below my views on factors that you have identified in your question.
A basic degree (BSc) in mathematics with a post-graduate diploma (pdg?) is a good combination for starting off on a management career, including in the area of international business. The additional studies in International Business will be worth the time and expenses only if the quality of studies is much better than what you were exposed to in your earlier management studies. Also you will need to assess your financial resources and position.
