One of the strongest elements of this that I can speak to is the idea of merit pay for teachers. Districts have been wrestling with this idea for some time. The notion is that outstanding teachers should be rewarded with some type of merit pay system. The implications behind this are quite profound. On one hand, how does one determine "meritorious" teaching? Is it based on test scores? If this is the case, then teachers are more inclined to teach to the test or do worse in terms of practices. Is it determined on being "well- liked?" If this is the case, it becomes a popularity contest.
