    Red Cloud is one of the few tribal leaders on friendly terms with white authorities.  It is his intent to send someone whom he trusts, Big Foot, of the Minneconjo Sioux, to negotiate a surrender of the Stronghold Camp.

    Unfortunately, there is a great deal of misunderstanding about Big Foot's intent.  Captain Miles is unaware that Big Foot had recently renounced the Ghost Dance religion.  Therefore, Miles thinks Big Foot is on his way to join forces with Kicking Bear and Short Bull, an allegiance that would have deadly consequences.

    Miles, therefore, gives orders to the troops to intercept any Minneconjo found, especially Big Foot.  It is not at all the "peaceful surrender" Red Cloud had hoped for.
