The dog is wiser than the man in the story because the dog has instinct! The dog knows the weather of this region and has been in it much longer than the man has. Animals have a sixth sense of sorts and have been known to be able to tell when tornados are coming, etc., due to this unexplainable phenomenon. They can also sense when their owners or masters are sick and need help, etc., and I can vouch for this first-hand! I own 3 dogs and one is 15 years old. I've had him since he was a few weeks old. If I am feeling sick or am upset emotionally about something, he immediately comes to where I am and will curl up next to me and sit there as long as I do. He'll then follow me around for a while, as well. You can, then, see that this type of sense could help them realize that trouble is coming and prompt them to seek shelter, which the dog in the story tried to do; however, because its master did not let the dog lead him and because he insisted upon going the way he wanted to go, the master suffered the consequences and died.
