Sam has been arrested for stealing his own cattle. Mrs. Meeker doesn't understand why General Putman won't just let him go.  Col. Read comes to the tavern and explains that Sam is in bad trouble because the General wants to make an example of someone.  Two men who were really trying to steal the cows have teamed up and are lying about Sam's involvement.  Col. Read tells Mrs. Meeker that because there are two against one it will look bad.  He also tells her that the General believes Sam to be from a "Tory" family and that will be held against him also.  Finally he tells her there will be a trial but the judges will do what General Putman wants them to do so they will ignore the evidence to please the Generals desire to set an example for the other soldiers.
