There is no clear statement on the nature of this state in terms of being communist or capitalist. However, if we consider the all encompassing power of the system over the people, it appears to be more communistic. Also there appears to be no possibility of anything like open democratic elections.
The reservation are not really very significant in terms of their size and power, and they are not independent of the civilized world. They are like national parks of today where tourist go to see animals in their natural habitat.
I believe the reservations have been introduced in the novel by the author to present a contrast between the culture of the new world with the one it has replaced.
