Brave New World (BNW) or the existing world, it is always humans controlling humans. The BNW does not have existence independent of its people.

The difference between the BNW described by Huxley and the current world is only in the degree and nature of controls. Technology and the unified world enables the people of BNW to exercise more effective control. However the control in BNW is not oppressive control to maintain superiority of few over the others. The controls are aimed at maintaining the social system and culture that they believe to be in the interest of people. We may disagree on what is really in the interest of people, but it would be incorrect to say that controls of BNW were designed to benefit one class of people at the cost of the masses.

Unfortunately in today's world there are enough instances of oppressive rulers and governments exercising oppressive control to protect their power and to benefit one class of people at the cost of others.

For example, in BNW the police uses soma vapours instead of bullets or other coercive measures to control riot. Even the punishment given to rebels - sending them to islands - enables them to lead a life more to their liking rather than cause forced hardships.
