When Miss Jane talks about the Freedom Beero, she is referring to the Bureau of Freedmen, Refugees and Abandoned Lands, more commonly called the Freedmen's Bureau.  It was established on March 3rd of 1865 and was meant as a place of refuge for freed slave and refugees of the war.

The Bureau was given land rights to properties that had been abandoned during the war. It established homes, distributed food, built school and found work for the many freed slaves who had been left destitute after the war.

I'm having difficulty with the "sources" function, but The Freedmen's Bureau has an excellent website if you would like to learn more. http://www.freedmensbureau.com/
