    The objective of Achebe is for readers to understand the many different perspectives that are effecting Kangan (i.e., Nigeria) in a post-colonial world.  One narrator would provide readers with one view.  However, the situation in a post-colonial country is too complex to be portrayed so narrowly.  Here, readers are able to see both the lofty goals of the leaders and the spirit and feelings of the general public.  See the link below for more information on this question.
