Question:

What could be the cause of a calf being born without hair?

I have had two calves born in the last week; one with no hair and one with some. I've never seen this before

It really depends, if it grows without hair, it could be genetic or perhaps something was wrong with it while it was in the mother's womb that caused a defect. If it starts growing, it could be from being positioned wrong in the womb.
