    Its significant because to the puppys napoleon is like their mom, they no one on the farm napoleon has trained them to think and belive in his belives so they wag thir tails to get more instructions and to get rewared.

    The significance of the dogs wagging their tails at Napoleon is that they have transferred their loyalty from Mr. Jones to Napoleon. Before the rebellion, the dogs showed their loyalty by wagging their tails at Mr. Jones, now they are showing their new support for Napoleon.

    The dogs are a fierce source of protection for Napoleon. The dogs will protect him at any cost, and therefore any thoughts on the parts of the other animals on the farm, of trying to stop Napoleon's leadership will be met with violence.
