The song reminds the animals of Old Major and his idealistic view of how a world controlled by animals would work. Of course in reality, things work out much differently and Napoleon eventually changes their anthem. But the ideals in "Beasts of England" help keep the animals focused on their ultimate dream of an ideal world which they hope will come but never does.
