Why do you think that the rumors about Animal Farm "were never fully believed"?

The human expected the animals to be docile and easily managed as most farm animals are. In addition, after mastering farm animals for so long, the humans find it impossible to believe that the animals were smart enough to defeat them. They would find it especially difficult to believe that a pig could read, much less a book on the military campaigns of Julius Caesar. Then, to accept that the animals actually offered a military strategy and were well trained is somewhat beyond belief. Therefore, the victory at the Battle of the Cowshed is simply dismissed as a "rumor" or some tall tale.
