Soon after, Napoleon announces to the animals that the democratic Sunday morning meetings will no longer be held. Instead, a committee of pigs will be making all the decisions about who will be doing what work.
When he says this, many animals, including four pigs, are unhappy. At this point, Napoleon's nine dogs start growling and that, along with the bleating of the sheep, ends any further discussion of the issue.
Eventually, it turns out that the windmill work will cause everyone but the pigs to get less in the way of rations.
