Snowball was always more interested in helping out the adult animals improve their lives. He wants them to be able to read and be more efficient by building the windmill. He also wants them to be ready to withstand an attack from the outside. His motives are to make an example of Animal Farm so more animals will rebel against their owners. Napoleon sees interested in one thing only, consolidating his personal power. So if Snowball had prevailed, Animal Farm might have become more productive and less tyrannical. It may have indeed become a model for other animals to follow.
