Even though the windmill is totally destroyed, the "victory" celebration is held in order to distract the animals from the real problem. The real problem is that all their hard work was destroyed and Animal Farm was almost retaken by humans. The only thing that stopped this from happening was the rage the animals felt when Frederick blew the windmill up. Because of their anger and sheet determination, the animals repulsed the human attack. However, the destruction was great and, more worrisome, it came from someone who was supposed to be an ally. In order to distract the animals from the horror of reality, Squeaker names this fight The Battle of the Windmill and shots off a gun in the celebration of the "victory." This mirrors the actions of Stalin after the Russians finally fought off the German attacks in World War II. Great celebrations were held and little notice was paid to the horrible destruction the war had caused.
