He promises them heated stalls, modern tools and machinery and a three-day workweek. He says eventually Animal Farm might become a place where animals do not have to work at all. However, just as the animals are about to approve the building of the windmill, Napoleon derails Snowball's impassioned speech by calling out the nine dogs he has trained. They chase Snowball away.
