There's a law against parents having more than 2 children due to overpopulation. The illegal children are called shadow children. Matthew and Mark are Lukes older brothers; therefore, Luke is a shadow child.
Lukes status as a shadow child forbades him from going out in public. Only his immediate family knows he exists. They love him very much. His mother reads to him and speaks kindly to him. Matthew and Mark love him too, even though they playfully tease him. They speak sarcastically to him, and due to Luke's age, he doesn't seem to understand they are joking. I think they tease him so he can feel like a normal child. He doesn't want sympathy because this will make him feel worse.
Towards the end of the story Luke meets Jen. She enjoys Lukes company. Jen speaks to Luke in a polite, friendly manner. They become friends and in the end need to make a decision for all shadow children.
