   The discovery that Luke makes which helps make life a bit more bearable is that he is not alone.  There are hundreds, thousands of kids just like him...third borns who are not allowed to go to school, be seen, move about freely simply because third-born children are illegal.  He discovers Jennifer hiding in his neighborhood and risks meeting her.  Afterward he continues to risk his life and hers by spending time together.  She is a member of a more affluent family and has the bonus of computer access which she uses to talk with other illegal children and plan a rebellion.  Unfortunately, every third-born child who attends the rally is killed.
