Has there ever been a population law against having 3 or more children in America? If so Why?

No, there's never been such a law. There are two major reasons for this. First, there is a strong tradition of opposition to central government planning in American society; this can be seen in the fact that America lacks a national health insurance plan when many other industrialized countries have them. Second, America still has quite a lot of open space. While some cities are crowded, the nation is not facing the sort of serious population density that threatens some other nations, and so there is no need.
