The City of Mind, known as The City, is the name given to the robotic computer system by the Kesh. The City is really a huge database, controlled by its own subroutines, which records everything about human existence on the planet. The database is open to anyone; in fact, there are terminals in all the major towns of the Valley and beyond. Some cultures, like the Condor People, restrict the information, but those decisions are made by the cultures themselves, not by The City.
