About the Author: Kenneth Starr (1946–) was born in Vernon, Texas. In 1973, he earned a law degree from Duke University. After clerking for two years for Supreme Court Chief Justice Warren Burger, he later was appointed to the U.S. Circuit Court of Appeals. In 1989, President George H. Bush (served 1989–1993) appointed him Solicitor General, where he argued numerous cases before the Supreme Court. In 1993, he became a partner in a prestigious Washington, D.C. law...
