"Ignorance is strength" only to Big Brother and the Inner Party. It is an ironic statement; by keeping the general public ignorant, Big Brother and the Inner Party has all the power (strength).
The slogan, "Ignorance is Strength", actually is the title of chapter one of Goldstein's book, The Theory and Practice of Oligarchial Collectivism, actually asserts that the three classes, High, Middle, and Low, have goals that are in contradiction with each other.
All of the slogans and practices of the Inner Party are ironic; "Ignorance is Strength" is no different.
