Julia does not agree with the Party's views on sex and relationships.  Party members are not supposed to swear and Party women are not to wear makeup.  Julia did these things when she and Winston were together.  She thought rebellion was doing what she wanted because it pleased her...there is no "big picture" for her.  She is in it only for the personal pleasure rebellion can bring her.

Winston, on the other hand, hates Big Brother.  He wants complete rebellion and revolution--complete ruin and annihilation of the Party.  He thinks that rebellion and success of overturn of power is in the hands of the Proles.  He would like to see a new government which is why he is so obssessed with Goldstein.
