According to O'Brien, how is the party stronger than the Inquisition, the Nazi's, and the Russian Communists?

I believe it is because the Party uses power as power, not as a means to an end as the Inquition used power to cleanse the Church of heretics, or the Nazi's used power to purge their culture of Jews and to bring in the 1000 years of the Third Reich ....  The party uses power obscenely, but makes no excuses for it.  It doesn't say it uses power to better the life of the people, to improve culture ... it needs no such excuse.  It seeks and uses power as an end in itself.
