It would be difficult to imagine how life could have been worse before the revolution. The people live in squalor, there is no privacy, there is no knowledge of what happened in the past (and therefore no way to if anything they are told is true), the food is miserable, they kill their pain with horrible Victory Gin, their cigarettes fall apart ... you get the picture. The only thing that is ambiguous about your question, though is how long before ... the day before, week, year? The government came into power because of the immediate threat to the civilians (war and Goldstein), so if you compare the WORST period "before" the war to what we see in the book, it might not be all that bad ... but I still can't see how it could be better.
