About the Author: Warren Burger (1907β1995) was born in St. Paul, Minnesota. He practiced law until President Dwight Eisenhower (served 1953β1960) appointed him assistant attorney general, then to bench in the U.S. Court of Appeals. In 1969, President Richard Nixon (served 1969β1974) appointed him chief justice of the U.S. Supreme Court, where he served until 1986. His judicial record reflected his belief in "strict constructionism," meaning that justices are obligated to construe the Constitution narrowly. οΎ
