About the Author: Russell E. Train (1920–) was the first administrator of the Environmental Quality Council, many of whose responsibilities were transferred to the Environmental Protection Agency (EPA) in 1970. Even though he was trained as a tax lawyer, his interests led him to become involved in conservation. In 1961, he founded the African Wildlife Leadership Foundation. In 1965, Train became president of the Conservation Foundation. After leaving the Environmental Quality Council, he became the president of the World Wildlife Fund.
