About the Author: Franklin D. Roosevelt (1888–1945) was appointed assistant secretary of the Navy by President Woodrow Wilson in 1913. He stayed in this position throughout World War I (1914–1918) and obtained valuable experience in the operation of the federal government, the conduct of a major war, military affairs, and international relations.
