About the Author: Charles Patrick Neill (1865–1942) received a Ph.D. in economics from Johns Hopkins University. He taught at the Catholic University of America before being appointed by President Theodore Roosevelt (served 1901–1909) to serve as assistant recorder at federal hearings into the anthracite coal strike in 1902. He was appointed Commissioner of Labor in 1905, but he resigned in 1913 to pursue a career in business.
